Place 1 - Rebecca Boatright Tullos - Treasurer

Ex Officio - Parks Advisory Committee
Alternate Ex Officio - Community Center Advisory Committee 
Term: November 2022 - November 2026

Rebecca Boatright Tullos, Place1@bcmud.org, was born in Austin, Texas and has lived in the Brushy Creek Municipal Utility District since 1992. She was elected to the Board of Directors in May of 2006. Previously, Rebecca served as an appointed member of the Board filling vacancies from September 1998 – May 2000 and from August 2005 – May 2006.

Rebecca has served on several of the District’s advisory committees. In May of 2000, the Board appointed her to serve on the District’s Parks and Recreation Advisory Committee. She served as Chairperson of this committee from May 2000 until August 2005, at which time she was re-appointed to the Board of Directors.

As a member of the Board, Rebecca served as the ex-officio director to the Parks and Recreation Advisory Committee from 1998 – 2000 and from August 2005 to present day. Rebecca was actively involved in the construction of the District’s Community Center.

She also served as a member on the Indoor Facility Committee and later as the group's Chairperson prior to the construction of the Community Center. Rebecca also helped create the District’s Community Center Advisory Committee where, since 2005 she has served as a committee member and alternate ex-officio Director for the Board of Directors.

In 2004 Rebecca was recognized for her leadership efforts in the building of the Community Center by the Austin Business Journal’s “Biz Woman" section. She graduated from the University of Texas at Austin with a BBA in Accounting and is licensed in the State of Texas as a Certified Public Accountant (CPA). Professionally, she has been a bank auditor, worked in public accounting performing audit and tax work, and held financial upper management positions in several non-profit corporations.

Rebecca’s passion for her community is reflected in her dedication and commitment to Brushy Creek through a variety of roles and activities over a span of many years. She and her husband James reside in the Meadows with their two wonderful children, Morgan and Jake.

Place 2 - Michael Tucker - President/Assistant Treasurer

Term: November 2020 - November 2024

Michael Tucker, Place2@bcmud.org, was born in Idaho and raised throughout the heart of the Rocky Mountains before moving to California and then Nigeria, Africa. He attended the University of California, Santa Barbara and studied Sociology and Economics before joining the US Navy. There he served honorably as an instructor in surgery and microvascular surgery at the Uniformed Services University of the Health Sciences in Bethesda, Maryland.

While in service, Michael met and married his wife, Marilyn, and together they had three boys, Nathan, Nicolas and Christopher. The Tuckers moved to Round Rock, Texas in 1996. In 1997, they moved to the Brushy Creek MUD, where their boys enjoyed the benefits of being raised in the growing community.

Michael is a technology executive who works in clinical research and advises pharmaceutical companies, research hospitals, and research universities around the world.

Over the past 25 years, Michael has served on the board of directors for multiple non-profit organizations in California, Maryland, and Texas, including the Cat Hollow Home Owners Association here in Brushy Creek. His vision for Brushy Creek MUD residents is to constantly improve the District's quality of services and access to its unique facilities, parks, and natural spaces while providing good stewardship principles to prepare for the future growth of this diverse community.

Place 3 - Kim Filiatrault - Vice President

Alternate Ex Officio - Utilities Infrastructure Advisory Committee 
Term: November 2022 - November 2026

Kim Filiatrault, Place3@bcmud.org, was born in Canada and spent part of his childhood in Germany. He moved to Texas in 1999 with his wife, Lori, and two sons, Justin and Shane. Kim received his U.S. Citizenship in November 2013.

Kim is a long-time resident of Cat Hollow, and for several years he has served on the Cat Hollow Homeowners Association Board of Directors and several HOA committees. He served on the District’s Parks and Recreation Advisory Committee from 2005 until his appointment to the BCMUD Board of Directors in January 2015. Kim subsequently served on the Community Center Advisory and Technology Committees.

Kim feels strongly about the importance of maintaining and improving the BCMUD community. Among other projects, he spearheaded and managed the Liberty Walk Trailhead Gardens by providing materials for the pergola and building the structure with the help of family, friends, and neighbors.

Kim loves technology and has been self-employed in that field for most of his career. His extensive domestic and international travels have provided him with a wide awareness of business strategies. Kim continually strives to simplify tasks, reduce costs, and make things more interesting by using his extensive knowledge of the technology industry.

Maintaining and growing District services and amenities are Kim’s main priority. This includes everything from the District's water and wastewater to its parks and Community Center.

Place 4 - Tracey Calloway - Assistant Secretary

Ex-Officio - Community Center Advisory Committee

Term: December 2023 - November 2024

Tracey Calloway, Place4@bcmud.org, is a fourth-generation Central Texan who has lived in the Fontana, California; Seattle, Washington; and Williamsburg, Virginia areas while maintaining roles as a human resources professional, an entrepreneur, and a military spouse.  She was born and raised in the rural Waco, Texas area. 

Tracey's diverse career includes roles as a U.S. congressional aide and a university professor. Most recently she served as the head of human resources for Travis County. A graduate of Leadership Texas, she has held board positions with numerous university, homeowner, and community boards including the Texas A&M MBA Advisory Board, the Old Town Homeowners Association, the Austin Golf Association, and YMCA Greater Austin. Most recently she served as an at-large member of the Brushy Creek MUD Parks & Recreation Advisory Committee.   

She works part-time as a real estate investor and small business owner. She moved to the Sendero Springs neighborhood in 2020 after more than 20 years of homeownership in the Austin area. She has an MBA and BS from Texas A&M and is professionally certified in human resources, project management, and change management.    

In her spare time she enjoys competitive golf, presenting workshops, and searching for hacks on the internet. She has been married to her U.S. Army veteran husband, Lt. Col. Kirk (Ret.) for 25 years.  Tracey is committed to helping the Brushy Creek Life be the best it can be through supporting its core values of fiscal responsibility, exceptional customer experience, community involvement, high quality of life, and relationships.

Place 5 - Ken Reifschlager - Secretary

Ex Officio - Utilities Infrastructure Advisory Committee
Term: November 2022 - November 2026

Ken Reifschlager, Place5@bcmud.org, was born and raised in Corpus Christi, Texas.  After graduating from Texas A&M University with a bachelor of science degree in electrical engineering, he worked in the petrochemical industry. 

Early in his career he worked in construction management on several large capital projects with his company in Victoria, Texas and Delisle, Mississippi.  He then transferred to Newark, Delaware and continued with the company's engineering design division on a large capital project in Victoria, Texas.  He was then transferred to Houston to work as an Instrument and Control Systems (I&C) engineer on capital projects in La Porte, Texas.  He also spent some time developing the planning and scheduling system for the maintenance activities at the La Porte plant. 

His last years in Houston included time performing project maintenance and providing assistance to operations as an I&C engineer in the environmental control area. As a professional engineer in the state of Texas, Ken holds licenses in electrical engineering and control systems engineering, and he continues his career as an I&C Project Engineer in the utility and semiconductor industries.

While growing up in Texas, Ken spent weekends enjoying water sports on Lake Corpus Christi as well as many vacations visiting the Hill Country around Kerrville and Austin. When he and his wife moved to the Highland Horizon subdivision in 2012, he fully realized his love for the Hill Country.  Ken was drawn to the Brushy Creek MUD community because of its numerous parks, nature preserves, hike and bike trails, and recreational facilities.  

As a Brushy Creek Municipal Utility District Director, Ken is committed to maintaining and enhancing the District’s services and amenities. His extensive work experience enables him to guide District efforts and ensure that facilities and associated improvement projects continue to be carefully created, designed, constructed, operated, and maintained in an efficient and effective manner and within the best interests of the Brushy Creek community.
