12/2/2024 - Notice: BCMUD Stormwater Fee Name and Methodology Change

Dear Brushy Creek MUD customers,

 

We want to share important updates with all of our valued Brushy Creek MUD water customers that will take effect on January 1, 2025 


The District currently assesses a Regulatory Compliance Fee of $2.00 per month to maintain, repair, and replace the District’s aging stormwater infrastructure. Given the consistently rising cost of maintenance and operation of the District’s extensive stormwater infrastructure, the District is modifying the methodology for applying the fee. 

On Jan. 1, 2025, the stormwater rate assessment methodology will be converted from a Living Unit Equivalent (LUE) fee basis to an Equivalent Residential Unit (ERU) fee basis, maintaining the same rate of $2.00. The District Board of Directors adopted the change on July 25, 2024. 

As a fee quantification method that is applied to BCMUD customers, an ERU is defined by square footage of impervious cover, whereas an LUE is defined by meter size. 

An independent study commissioned by the District established a standard of 4,000 square feet of impervious cover per ERU. By measuring fees based on each customer’s impervious cover, the Brushy Creek MUD can better allocate resources to support and sustain the community’s drainage infrastructure. 

This fee will help offset the cost of:  

  • Protecting against adverse effects of stormwater runoff 

  • Maintaining emergency preparedness 

  • Preserving source water and water quality 

  • Preserving private and public properties 

  • Maintaining drainage enforcement 

  • Meeting regulatory requirements 

 

Although the conversion goes into effect January 1, 2025, non-residential BCMUD water customers will see the ERU-based stormwater fee assessed on their February 25, 2025 water bill. Please note that all residences within the District are determined to have only 1 ERU and will therefore see no cost increase in their monthly water bills as a result of this change. However, the number of ERUs per non-residential customer will vary depending on impervious cover square footage. 

Maintenance and operation expenses rise yearly due to inflation, unfunded federal and state mandates, aging infrastructure, meeting community expectations for improved service delivery, and even vandalism. As utility costs continue to rise, the Board of Directors is committed to managing those costs while maintaining the Brushy Creek Life.
